Orbiting debris leakage to GEO ?

This NYT piece on Orbiting Debris becoming a Threat is interesting but it does not point to the real issue in my opinion. There is a good likelihood that some of the debris created by collisions between elements in low earth orbit (LEO) produce junk in Geostationary Orbit (GEO). This orbit is very important to the whole communication infrastructure.
